Dr. Garnell Bailey was born in the District of Columbia. She has served as Superintendent of Schools for the past ten-plus years. Prior to that assignment, Dr. Bailey served as the Interim Superintendent, Assistant Superintendent of Administrative Services, and Director of Human Resources, in New Jersey. Dr. Bailey also served as the Human Resources Director and Acting School Business Administrator for a large urban school district in New Jersey. Her career in public education began as a Diversity-Affirmative Action officer in one of the largest school districts in the State of New Jersey.

Dr. Bailey worked as the Director of Learning and Organizational Development at AT&T for more than twenty years prior to her career in education. During her tenure at AT&T, she managed teams in the United Kingdom, France, Madrid Spain, Bangkok Thailand, Florida, and Central Pennsylvania. In addition to her professional assignments, Dr. Bailey has served as an adjunct professor at Pennsylvania State University, Lehigh University, Moravian College, and Northampton Community College.

Dr. Bailey possesses the following degrees: Doctorate of Philosophy, Master’s in Educational Administration, and Bachelor of Science. She also holds a New Jersey State Chief School Administrators License, a Principals’ License, a Business Administrators’ License, a State Mentors’ License, and a Supervisors’ License. She is also certified, under the new tenure reform, to evaluate administrators and teachers K through 12.

Dr. Bailey has operated as President and CEO of her own Consulting Firm, she is a Published Author of a variety of Books and the Owner of the Dr. Bailey’s Corner.

Dr. Bailey is a proud member of the Central Jersey Alumni Chapter of Delta Sigma Theta.    Dr. Bailey is a member of Mattye B. Collins #1351 Daughters of Elks and a member of the New Jersey Association of School Administrators.

Dr. Bailey has two adult sons and two Beautiful grand children.
